INITIAL BRIEFING
This dossier gathers only real, verifiable information: official military programs, U.S. government reports, Brazilian Air Force investigations, the scientific search for extraterrestrial life, and the phenomenon's impact on culture. Nothing here is fiction — the sources are declassified documents, U.S. congressional hearings, and peer-reviewed scientific publications.
The term UFO was coined by the U.S. Air Force in the 1950s. Since 2021, the U.S. government officially uses UAP — Unidentified Anomalous Phenomena — because investigated cases include objects in the air, in space, at sea, and "transmedium" objects (crossing between those domains). Important: "unidentified" does not mean "extraterrestrial." It only means the available data did not allow a conclusion.
THE HYNEK SCALE — CLASSIFYING ENCOUNTERS
Created by astronomer J. Allen Hynek, scientific consultant to the USAF's Project Blue Book for over 20 years. It remains the taxonomy used today — and gave Spielberg's "Close Encounters of the Third Kind" (1977) its title, a film in which Hynek himself has a cameo.
The Pentagon's current official position (AARO historical report, March 2024) is that there is no empirical evidence of alien technology in U.S. government records. At the same time, a relevant fraction of cases remains unexplained due to insufficient data. This dossier presents both sides: what has been explained and what remains open.
TIMELINE OF THE PHENOMENON
Orson Welles broadcasts "The War of the Worlds" on CBS radio. The newscast-style dramatization of a Martian invasion entered history as the "radio panic" — but the mass panic was substantially exaggerated by the newspapers of the era, which had a commercial interest in discrediting radio as a rival medium. Later audience studies show reach far below what the myth suggests. The episode remains a landmark of the modern alien imagination, and a lesson in how journalism itself fabricates a phenomenon.
June 24: pilot Kenneth Arnold reports nine objects flying "like saucers skipping on water" near Mount Rainier — the press coins the term "flying saucers." July: debris falls on a ranch near Roswell, New Mexico. The Army announces the recovery of a "flying disc" and retracts hours later (weather balloon). In 1994, the USAF admits: it was Project Mogul, a secret balloon designed to detect Soviet nuclear tests.
The USAF creates Project Sign, the first official flying-disc investigation program, succeeded by Project Grudge (1949).
Over two July weekends, radars detect multiple objects over the U.S. capital; fighter jets are scrambled. The episode triggers the largest military press conference since WWII and accelerates the creation of Project Blue Book.
Betty and Barney Hill report the first widely documented alleged abduction, in New Hampshire — the case that would shape the entire iconography of the "greys."
After the skeptical Condon Report (University of Colorado, 1968), the USAF closes Blue Book: 12,618 cases analyzed, 701 remain "unidentified" to this day.
The Big Ear radio telescope (Ohio) picks up a 72-second radio signal, 30x above background noise, coming from the constellation Sagittarius. Astronomer Jerry Ehman writes "Wow!" on the printout. It never repeated, and was never explained. That same year, the Brazilian Air Force launches Operação Prato in Pará.
U.S. servicemen from the Woodbridge base (England) report lights and a metallic object in the forest across three nights. Deputy base commander Lt. Col. Charles Halt records audio in real time and signs an official memorandum — the "British Roswell."
On May 19, about 21 objects are detected by radars over the Southeast; F-5 and Mirage fighters take off to intercept. The Minister of Aeronautics, Brig. Octávio Moreira Lima, confirms the episode on national television.
Reports of creatures captured in Varginha (MG) mobilize the country. The Army attributes the case to a couple of dwarfs and confusion involving a homeless man, but Varginha becomes "Brazil's ET capital."
F/A-18 pilots from the USS Nimitz carrier group, including Cmdr. David Fravor, chase a white, Tic Tac–shaped object off the California coast — no wings, no visible exhaust, extreme acceleration. The FLIR sensor records the encounter.
The Pentagon secretly creates the Advanced Aerospace Threat Identification Program, with US$ 22 million arranged by Senator Harry Reid. It runs until 2012.
The New York Times reveals AATIP's existence and publishes the Navy videos. That same year, the Pan-STARRS telescope detects 1I/'Oumuamua, the first interstellar object ever observed crossing the Solar System.
The Department of Defense officially declassifies the three Navy videos — FLIR1, GIMBAL and GOFAST — confirming their authenticity and classifying the objects as "unidentified."
U.S. intelligence delivers the first public UAP report to Congress: of 144 military cases analyzed, only 1 was explained (a deflating balloon).
On July 26, former intelligence officer David Grusch claims under oath before Congress that the U.S. would have "non-human vehicle" recovery programs — without presenting evidence. Pilots David Fravor and Ryan Graves also testify. NASA publishes its independent UAP study.
The Pentagon's official office publishes its review of every program since 1945: "no empirical evidence" of alien technology or hidden reverse-engineering programs.
The third interstellar object is discovered — comet 3I/ATLAS, the fastest and most hyperbolic ever recorded, possibly older than the Solar System itself.
On May 8, the U.S. government begins the mass release of declassified UAP files through the official PURSUE portal — the largest transparency operation ever conducted on the subject. Details in FILE-07.

AREA 51 — THE SECRET THAT WAS ANOTHER SECRET
In 2013, the CIA officially acknowledged the existence of Area 51 (Groom Lake, Nevada) in declassified documents. The base was real and top secret — but for testing spy aircraft like the U-2 and the A-12 OXCART, capable of flying at then-unimaginable altitudes. The CIA itself estimates that a good share of 1950s–60s "UFO" sightings corresponded to test flights of those aircraft. In 2019, the meme "Storm Area 51, They Can't Stop All of Us" [tap/hover to reveal] drew about 2 million RSVPs on Facebook, and ~150 people actually showed up at the gate.
FLIR1 (2004): the Nimitz incident recording — a "Tic Tac" object with no visible flight surfaces.
GIMBAL (2015): an object that appears to rotate on its own axis while moving against the wind; pilots comment "there's a whole fleet of them" in the audio.
GOFAST (2015): an apparently fast object over the ocean — later analyses suggest the speed may be a parallax illusion. An example of how limited data breeds opposite interpretations.
NOTABLE CASES
ROSWELL
The founding myth. Real debris, a contradictory military press release, and 47 years of silence until the official explanation: a Project Mogul spy balloon. Legitimate Cold War secrecy fed the century's most famous conspiracy theory. No bodies, no craft.
USS NIMITZ / TIC TAC
Multiple independent sensors: USS Princeton cruiser radar, fighter FLIR, and testimony from 4 aviators. The object allegedly plunged from ~24 km altitude to sea level in seconds. The case that brought the subject back to Congress.
RENDLESHAM FOREST
Trained servicemen, an official memo signed by the deputy base commander, and audio recorded during the event. Above-normal radiation readings were logged at the ground marks — contested by skeptics.
BELGIAN WAVE
Between 1989 and 1990, thousands of Belgians report silent triangular objects. In a single night, two F-16s are scrambled and lock radar onto targets performing extreme accelerations. The Belgian Air Force itself held a press conference on the case. The most iconic photograph of the wave, the Petit-Rechain photo, was confessed as a hoax in 2011 by its author — but the military and radar records from the rest of the wave remain unexplained.
PHOENIX LIGHTS
Thousands of witnesses see a giant "V" formation over Arizona. The USAF attributes part of the event to training flares; Governor Fife Symington ridiculed the case at the time — and years later admitted he had seen the object himself.
ARIEL SCHOOL (ZIMBABWE)
62 children at a school in Ruwa report a landed object and "beings" near the schoolyard. Harvard psychiatrist John Mack interviewed the witnesses; decades later, as adults, many maintain the identical account.
TEHRAN, IRAN
Two F-4 Phantom jets chase a luminous object; both report losing instruments and weapons systems when closing in. Documented in a DIA (U.S. defense intelligence) report distributed to the White House and the NSA.
THE 2023 BALLOONS
After the Chinese spy balloon, the U.S. shoots down three unidentified objects in one week. The episode's lesson: when the sensors were recalibrated to "see everything," the sky turned out to be full of mundane objects never tracked before.
BRAZIL DOSSIER
Brazil is one of the few countries in the world with declassified, accessible official military investigations: thousands of FAB (Brazilian Air Force) pages are now in the National Archives, released from 2009 onwards after pressure from civilian researchers.
OPERAÇÃO PRATO (1977–1978)
The most extensive officially acknowledged military field investigation of UFOs in the world. Residents of the Colares (PA) region reported lights emitting beams and causing injuries — the "Chupa-Chupa" phenomenon. The FAB sent a team led by Captain Uyrangê Hollanda, which spent months documenting: about 500 photos, hours of footage, and dozens of reports, all declassified today. Physician Wellaide Cecim Carvalho treated dozens of patients with burns and puncture marks she could not explain. The operation was closed without a public conclusion; Hollanda gave a single interview in 1997, months before his death.
OFFICIAL NIGHT OF THE UFOS (05/19/1986)
CINDACTA radars detect up to 21 objects between São Paulo and Rio. Three F-5E and Mirage III fighters take off from Santa Cruz and Anápolis; pilots report targets that appeared and vanished from onboard radars and performed impossible-to-follow maneuvers. The Minister of Aeronautics confirmed everything in a press conference — an extremely rare event worldwide. The official report concedes: "the phenomena are solid and reflect intelligence."
MORENÃO STADIUM (1982)
Brazil's largest collective sighting: on March 6, 1982, during Operário × Vasco at the Pedro Pedrossian stadium (Campo Grande, MS), over 24,000 fans report an intense light source hovering motionless over the arena. A case with thousands of simultaneous witnesses — though, as always, without instrumental records allowing a conclusion.
VARGINHA (1996)
Three young women report seeing a creature with oily skin and red eyes in a vacant lot. Reports of military captures follow, along with unprecedented mobilization. The Army's official version (2010) denies any creature. The case became a documentary ("Moment of Contact," 2022, by James Fox), a town-square statue, mineral water branding, and a tourist identity: Varginha embraced the title of Brazil's ET capital.
CAMPO LARGO / PARANÁ (2026) — THE CASE THAT WENT VIRAL
On May 31, 2026, influencer Mayk Leão filmed, from the porch of his small farm in rural Campo Largo (PR), atypical circular lights hovering over the forest. He reported animal agitation and metallic noises before the sighting. The video exploded on social media — Mayk passed 1.7 million followers — and triggered a wave of new reports in Paraná (Pontal do Paraná) and in Chapada dos Veadeiros (GO).
The FAB, via DECEA, officially stated that on May 31 no object was identified by air-defense radars nor reported by local airports. Experts pointed to the common pattern in such cases: elevated terrain, dense forest, low light pollution, and sparse urban occupation — conditions in which satellites (like Starlink "trains"), bright stars, drones, and distant aircraft are easily mistaken for anomalous phenomena. To date, there is no technical evidence supporting the extraterrestrial hypothesis. It is a perfect portrait of how a sighting goes viral in the social-media era — and of why "unidentified" almost never means "alien."
The FAB documents on Operação Prato, the Official Night, and hundreds of other records are digitized at SIAN — the Brazilian National Archives Information System (search for "objetos voadores não identificados"). Any citizen can access them — including the annual pilot reports, updated to this day.
THE SCIENTIFIC SEARCH
While the military investigates objects in the skies, science searches for life out there with radio telescopes, probes, and space observatories. And the universe's numbers favor the question.
DRAKE EQUATION & FERMI PARADOX
In 1961, astronomer Frank Drake formulated the equation estimating the number of communicating civilizations in the galaxy — multiplying star-formation rate, fraction of habitable planets, probability of life, of intelligence, and of technology. The problem: nearly all variables are still unknown. On the other side, the Fermi Paradox sums up the discomfort: if the galaxy has billions of years and billions of planets, "where is everybody?" Proposed answers range from "we are rare" to the "Great Filter" — the hypothesis that civilizations tend to self-destruct before colonizing the stars.
SETI — 60+ YEARS LISTENING TO THE SKY
Since Project Ozma (Frank Drake, 1960), radio telescopes have swept the sky for artificial signals. In 1974 humanity answered in kind with the Arecibo Message aimed at the M13 cluster, encoding our DNA, the Solar System, and a human figure — preceded by the Pioneer plaques (1972) and followed by the Voyager Golden Record (1977), now in interstellar space. The only never-reproduced candidate remains the Wow! Signal (Big Ear, Jerry Ehman, 15 Aug 1977). A 2024 reanalysis (Méndez et al.) proposed stimulated emission from a hydrogen cloud by a magnetar — hypothesis, not confirmed explanation. The BLC-1 candidate toward Proxima Centauri (2020) was later identified as human interference. In 2025, Breakthrough Listen (2015–, ~1 million stars with GBT, Parkes, MeerKAT) achieved a 600× speedup with AI in the technosignature search, with 7% higher accuracy and nearly 10× fewer false positives.
THE THREE INTERSTELLAR VISITORS
'OUMUAMUA
Extreme elongated shape, no comet tail, and unexplained non-gravitational acceleration. Harvard astronomer Avi Loeb publicly proposed investigating the artificial hypothesis — most scientists favor natural explanations (hydrogen or nitrogen ice).
BORISOV
Discovered by an amateur astronomer in Crimea. Behaved like a "normal" comet — proof that objects from other star systems cross ours frequently.
3I/ATLAS
Discovered on 1 July 2025 by the ATLAS survey (Río Hurtado, Chile), original designation C/2025 N1. Eccentricity ≈ 6.14 — by far the most hyperbolic of the three known interstellars (1I ≈ 1.2; 2I ≈ 3.37). Perihelion on 29 Oct 2025 at ~1.4 AU; closest Earth approach 19 Dec 2025; excess velocity ~58 km/s. Kinematic age estimated at 3 to 11 billion years — possibly the oldest object ever observed in the Solar System. Activity dominated by CO₂ above ~3 AU, later overtaken by H₂O sublimation. JWST/MIRI (15–16 and 27 Dec 2025) obtained the first mid-infrared chemical fingerprint of an interstellar object: unexpectedly high methane and CO₂. ALMA detected deuterium in an ISO for the first time, pointing to formation in a far colder environment than the Solar System. VLT/UVES measured unusual C and N isotopic ratios in cyanide — hints of an ancient, low-metallicity host system. Technosignature search: Breakthrough Listen / BLUSE on MeerKAT set a limit of 0.17 W in 900–1670 MHz (a cell phone's power at that distance); the Allen Telescope Array flagged 9 candidates, all confirmed as human interference (they appeared even when the instruments were not pointing at the target). Verdict: natural interstellar comet, chemically anomalous, ancient in origin — the anomaly is scientific, not technological. Avi Loeb holds the technological hypothesis as an identified minority position. The Vera C. Rubin Observatory (LSST) is expected to sharply raise the ISO detection rate — the "one ISO at a time" era is ending.
WHERE WE ARE LOOKING FOR LIFE NOW
K2-18b — the scientific method at work. Sub-Neptune 124 light-years away, 8.6× Earth's mass and 2.6× its radius. In 2023, Madhusudhan et al. (Cambridge) detected methane and CO₂ with JWST, proposing the "hycean" hypothesis (a liquid ocean beneath a hydrogen envelope). In April 2025 the same team reported ~3σ hints of dimethyl sulfide (DMS) and/or DMDS with MIRI — on Earth, produced by marine phytoplankton. Multiple independent teams pushed back: unresolved instrumental systematics, viable alternatives across a 661-molecule search space, and abiotic DMS formation demonstrated in the lab (2024). DMS is also seen in comets and the interstellar medium, where no life exists. Applying astrobiology's "standards of evidence" framework, the paper K2-18b Does Not Meet the Standards of Evidence for Life (2025, AJ, arXiv:2508.05961) concluded the claims are not robust. In February 2026, Tremblay et al. published a coordinated narrow-band technosignature search toward K2-18b with the VLA and MeerKAT (arXiv:2602.09553). Verdict: no biosignature confirmed — but it is the first exoplanet to which the formal astrobiological evidence protocol has been applied. The same arc holds for phosphine on Venus (Greaves et al., 2020): claim → contestation → no consensus.
Solar System. On Mars, the Curiosity rover (SAM) identified in 2025 decane, undecane, and dodecane — the largest organic molecules ever found on Mars, adding to thiophenes and seasonal methane in Gale Crater. Viking's Labeled Release (1976) remains astrobiology's longest-standing ambiguous case. Enceladus: Cassini detected molecular H₂, nanograin silica, and phosphates, completing the checklist of essential life ingredients. Europa Clipper launched October 2024, arrives at Jupiter in 2030. JUICE (ESA) launched April 2023, arrives 2031. Dragonfly — a drone for Titan, scheduled launch 2028. Titan has complex organic chemistry and methane lakes — the richest prebiotic environment known outside Earth.
Founded by Avi Loeb in 2021, it is the first systematic scientific effort to monitor the entire sky, at all times, with UAP-dedicated observatories — calibrated instrumentation, open data, and the scientific method applied directly to the phenomenon. In 2026, Loeb reviewed the first batch of released files and publicly stated that "extraordinary evidence" is missing, noting that Apollo-mission photos showing angular fragments or bright falling particles may be ice shed from the lunar modules or asteroid impacts.
DISCLOSURE — THE 2026 FILES
We are living, right now, through the largest UAP declassification process in history — and it is still underway.
President Donald Trump posts on Truth Social a directive ordering the Department of War and other federal agencies to identify and release to the public all files on alien life, UAP, and UFOs.
FBI Director Kash Patel delivers the first batch of classified documents to the interagency committee.
The Department of War releases 162 files covering more than 400 UAP incidents from 1947 to 2026 at war.gov/ufo, no clearance required. Secretary Pete Hegseth and Director of National Intelligence Tulsi Gabbard sign the accompanying statements. The initiative, coordinated with ODNI, spans dozens of agencies and tens of millions of records — many paper-only. Rep. Anna Paulina Luna chairs the House Task Force on Declassification.
64 additional files, mostly video, including over 40 videos requested by lawmakers and the first official audio. The portal passes 1 billion hits.
53 documents, 10 images, 6 videos, and 3 audio recordings from the CIA, FBI, NASA, and Pentagon — including 209 sightings of "green orbs," "discs," and "fireballs" near military installations. A report signed by the AARO director describes an orange "mother" orb launching smaller red orbs, observed by police officers in 2023, and concedes: ~40% of reported phenomena remain without reasonable explanation. Running total near 300 records; portal passes 1.7 billion hits.

Avi Loeb reviews the first batch and states "extraordinary evidence" is missing, noting that Apollo mission photos of "angular fragments" or bright falling particles may be ice shed from lunar modules or asteroid impacts. The files contain no evidence of extraterrestrial contact, recovered artifact, or non-human intelligence — they are unresolved cases: the government cannot identify what was observed, but has not confirmed any extraterrestrial explanation.
The Department of War itself acknowledges that "unresolved" status usually reflects insufficient data, not evidence of anomalous capability. Sean Kirkpatrick, AARO's first director, maintains that the records he reviewed contained no evidence of recovered extraterrestrial technology — and that many viral videos are explained by how infrared sensors render jet engines. The AARO Historical Record Report, Vol. 1 (March 2024) reached the same conclusion; the FY2024 annual report logged 757 new reports between May 2023 and June 2024, with 21 incidents flagged as of particular interest. The "terrestrial" hypothesis is also serious: if the orbs are unknown adversary technology (drones, espionage), that represents a grave national-security failure. In Loeb's words: for every spy balloon shot down, there could be thousands of undetected drones. And Brazil is not an isolated case: outside the U.S., accessible civilian and military programs exist — GEIPAN (France, CNES, the only permanent civilian body with a public archive, classification A/B/C/D), Project Condign (UK, 2000–2006, declassified in 2006), CEFAA (Chile, DGAC), CRIDOVNI (Uruguay), OIFAA (Peru), CIAE (Argentina). THE ALIEN TYPES "THAT EXIST"
These are the alien "models" most recurrent in reports, books, and cinema. Important: none has any scientific evidence. They are cultural archetypes — each plays a different role in the imagination. Here is the catalog, with each figure's real origin and what science says about its plausibility.
GREYS
Small, thin, big-headed, with black almond-shaped eyes. The dominant archetype of the modern era. Born from Betty and Barney Hill's account and exploding with the cover of Whitley Strieber's book. "Telepathic" communication, cold and clinical.
NORDICS / PLEIADIANS
Tall, human, blond with light eyes. Described as benevolent and "spiritual." Popular in the New Age movement, tied to the Pleiades cluster — messages of peace and "awakening."
REPTILIANS
Scaly-skinned, slit-eyed humanoids, supposedly from the Draco constellation. Conspiracy theorist David Icke tied them to royal families and "world control" — the alien face of political distrust.
INSECTOIDS / MANTIS
Praying-mantis-like beings, described as tall, calm, and of "non-human" intelligence. Frequent in hypnotic-regression accounts, associated with hybridization.
TALL WHITES
Over 6 feet tall, pale skin, light eyes. Described as reserved and curious by a single author, Charles Hall, who claimed to have lived alongside them in Nevada.
LITTLE GREEN MEN
The classic "little green men." More cultural joke than serious report today — but the Kelly (Kentucky, 1955) case, with a family besieged by luminous "goblins," helped fix the image.
It is the biggest clue that this is culture, not biology. Evolution on another world would follow radically different paths — there is no reason for an ET to have two eyes, two arms, and walk upright. Fiction writers use humanoid shapes for two practical reasons: costumes and actors had human bodies (a wardrobe limitation), and audiences need to identify with the "good alien" and fear the "bad" one. In books, free from the costume department, aliens get far stranger and more creative — like H.G. Wells's octopus-Martians.
THE SHIP TYPES "THAT EXIST"
Just like alien "types," UFOs/UAPs cluster into a handful of shapes that appear again and again in reports, radar tracks, and declassified military videos. Shape is not proof of origin — most cases have prosaic explanations (secret aircraft, balloons, satellites, drones). But some remain unexplained in official documents.
CLASSIC FLYING SAUCER
The symbolic UFO shape. It was born from a press mistake: Arnold described objects "flying like saucers skipping across water" — the media coined "flying saucers." After Roswell (Project Mogul debris), the disc became the universal UFO icon.
TIC TAC
A white pill-shaped object with no wings, no exhaust, no visible control surfaces. Filmed by USS Nimitz F/A-18 pilots off the California coast (Cmdr. David Fravor). Registered by naval radar, airborne radar, and infrared — multiple independent sources.
BLACK TRIANGLE
Large silent triangular craft with lights at the vertices. In Belgium, two F-16s locked onto radar targets that accelerated far beyond any known aircraft — the Belgian Air Force itself held a press conference. In Phoenix, thousands of witnesses.
CIGAR

There is no physical evidence of any. Science points to known causes: sleep paralysis (waking immobile and hallucinating presences), which is very common, and the creation of false memories under hypnosis. No "implant" has ever passed independent laboratory analysis.
Scientifically plausible — but "life" is not "aliens visiting us."
